Hint: Hiding:
Hide in the buildings where you can run over by the dock. Go up the ramp and hide up where you are not in the line of fire, right at the end of the ramp. The cars cannot get you. You can also get ammo there. Wait until the cars will go away long enough to allow you to make a quick getaway.
