Obtain Digital Card 7 and save the game. Highlight Kamen Rider No.1 at the character selection screen, then hold Up + L1 and press Circle. Obtain Digital Cards 7 and 74 and save the game. Highlight Kamen Rider No.2 at the character selection screen, then hold Up + L1 and press Circle.
